My current study permit already expired. I already applied for a study permit extension. My temporary Visa is still valid until 2021. Can I travel home and come back Canada? I believe I need to have a valid study permit to allow to come back Canada. I should be received my study permit extension in September. Can my friend mail the study permit extension to my home country? So I can have it on hand when I am at home, and then allow me to travel back Canada.

You can travel with a valid visa. Yes, your friend can mail you the study permit - there are even cases of people showing CBSA a picture of the study permit and being allowed in. CBSA will be able to see that your study permit extension was granted.
If you haven't received your study permit extension, they can allow you to enter as a visitor as well. The important thing is to have a valid visa to fly back here.
