Travel/Medical Insurance Coverage while waiting for OWP/PR

My husband (from UK) is currently waiting for his open work permit and PR, he arrived here in November with travel insurance but it expires soon. What options do we have for him to be covered? Also, when he obtains his open work permit is he able to be covered under BC medical? How does that work?

meant to mention we did an inland application so he can't leave the country at this time!

Good news is (unless things have changed in the last couple of years)...he was eligible for BC MSP on the day that CIC accepted for processing (meaning they received the application) his PR sponsorship application.

Bad news is...MSP (and HIBC [Health Insurance of British Columbia]) don't even seem to understand their own policy for this!
