Travel for a week to Mexico without First PR Card

Hi,

My wife will be immigrating to Canada as a Permanent Resident for the first time later this year. Once she is here we are planning to travel to Mexico within a month's time for a week (7days).

Seeing the current PR card timeline she won't be getting her PR Card during our travelling time. Usually it is taking 2 to 3 months to get first time new PR card.

Can we still travel to Mexico, if yes how can she come back after 1 week with me.

I have a valid Permanent Residence Card for myself. Its my wife who will be a PR but won't have her card and we are planning to travel for a week.

Her Visa type is IM - 1 and its a single entry visa.

Can anyone please guide.

1. She will need either or PR card or a Permanent Resident Travel Document to board a plane in Mexico, if she doesn't have either, she won't be flying.
2. A week is probably not enough time to get a PRTD in Mexico.
3. If she has a US visa, then you could fly to a US border city and taxi to border and she would be allowed in with her COPR.
