Travel Document--additional document asked

We took Landing in Aug 2010,satyed in Canada for one week and came back to middle East and thereafter not yet gone to Canada.Now Intend to move fully to Canada.Unfortunately our First PR card for myself,my wife and younger daughter not made due to PHOTO problem.

We applied for Travel Document and all the papers have reurned back and asking additional document like PROOF THAT YOU ARE RELOCATING TO CANADA IN MAY 2013.
What documents should I submit now,I dont have any Job offer,will Ticket Booking do?

My husband got his pr on june 2007 and he stayed there for 6 months in canada and he got back to india in christmas holidays and he unfortunately met with an accident and have to go for ankle implants removed and he was under treatment for severe complication for his ankle.he was in india since the time he got back from canada.now his canada pr expired in june 2012. he came to dubai in sep 2012 because he got his pr in june 2007 from dubai and he is medical fit now with out any complications and he is planning to go back to canada. please suggest if he can get a travel document on H & C grounds , he has all the medical document for last 5 years of his treatment.he is planning to apply for travel document in abu dhabi

A ticket only shows that you will be travelling, not necessarily that you are relocating. Normally when people are relocating they sell properties, give notice or tender a resignation from their current job, close bank accounts(if applicable), etc. By the same token, they take steps to establish themselves in the new location e.g. getting a mortgage/apartment lease in Canada, opening bank accounts in Canada, have a job offer in Canada, school registration in Canada for children(if applicable), etc.
