My case is: I applied for a Travel Document as a Permanent Resident abroad in January 2017. I got one valid for 1 year. It expired January 2018 but I was not able to do the trip to Canada that I had intended. So I never used the permit. I understood back then I can be given only one time to reenter Canada. Can I apply for a new one since the one I had expired without using it?

You can certainly apply for a new PRTD provided you aren't in violation of the PR residency requirement. If you are in violation of RO, that's a different story and things will likely get complicated.
