Your question is difficult to comprehend. CIC does not issue 'travel letters'. What is your status in Canada? if you leave Canada before you get your PR Cards then your return is determined by what type of passport you carry.
1. If visitor visa exempt e.g USA you can fly back to Canada and deal with CSBA at the airport.
2. If not visitor visa exempt e.g India you need a PRTD obtained from a Canadian visa post overseas so you can board a flight
3. If not visitor visa exempt e.g India but hold a US visa you can enter via the land border using your landing documents. You must use non commercial transport to cross the border so no greyhound but private vehicle, on foot, car rental ok.
You can always get the PR Card couriered to you and use it to return thus avoiding the PRTD/ US land border crossing hassle. You can land any time during the validity of your PR visa - in my opinion its better to land as soon as the PR visa is issued since any change in your personal circumstances between visa issuance and landing could invalidate your PR Visa.
