You're supposed to find someone either in Mexico, or in Canada to translate your documents. Guide does not tell you where to do it because it's up to you to find them. You cannot use family members to translate.

" What is an affidavit for a translation?

An affidavit for a translation is a document stating that the translation is a true and accurate version of the original text. The translator swears in front of a commissioner authorized to administer oaths in the country where the translator lives, that the contents of their translation are a true translation and representation of the contents of the original document. "

Basically, you can hire any translating service that will swear in the presence of a lawyer or barrister (an affidavit) that the translation is a true and accurate translation of the original documents. Many law offices will do this for a small fee. In most cases, there are translators who specialize in translating documents for immigration and will be certified to swear the documents on site.
