I'm new here. I live in Cairo, Egypt, and I have been accepted for Master by Dalhousie University and will apply for my study permit and temporary visa now. My document checklist includes my marriage cerificate, which is written in Arabic and needs to be translated. The following is a copy from CIC website help:

What language should my supporting documentation be in?
Unless instructed otherwise by a CIC employee, all supporting documentation must be:
in English or French; or
If it is not in English or French, it must be accompanied by:
the English or French translation; and
an affidavit from the person who completed the translation; and
a certified photocopy of the original document.
Affidavit:
A document becomes an affidavit when a person signs the document, in the presence of an authorized person, after taking an oath that what the document says is true and accurate.
An affidavit is often used in order to verify that a translation of a document accurately reflects what is stated in the original language of the document.
Certified Photocopy:
A photocopy of an original document. It must be readable and certified as a true copy of the original by an authorized person. The person compares the documents and marks on the photocopy:
their name and signature
their position or title
the name of the original document
the date they certified the document
the phrase “I certify that this is a true copy of the original document.”

My questions are:
1- What are the translation offices in Cairo which are authorized or accepted by the Canadian embassy in Cairo?
2- What is exactly meant by an "authorized person"? Who is considered as an authorized person? (an answer from the Egyptian dialect dictionary would be perfect)
3- Generally, how can I get an affidavit and a certified photocopy? And can I replace the certified photocopy with an original copy of the document?
