Translation for parent permission (minor is the visitor)

Hi everyone,

My cousins want to come visit us here in Canada for a few weeks. One of them is 10, and the other is 23. The parents have given notarized permission for the older one to take the younger one out of the country. Unfortunately that document is in Russian, and so I don't think it can be submitted to CIC.

Would it be sufficient to get a certified translation of this letter to submit with the visa application?

I called CIC today and the guy started talking about a custodian application instead, even though the myCIC center says it needs either a custodian application OR a notarized letter from parents. Furthermore, custodian stuff all talks about school, and even the top of the form states that it is for studying.

He didn't give me an answer about my translation question, he just sent me an email about custodian stuff D:
