Hello,
Am from Philippines, Last December 11, 2014 I filed my application for TRANSIT VISA to Canada,as I am going to my destination Grenada, WEst Indies on this coming March22, 2015, It's a merely stopover in Toronto Airport ,Canada only. The result of my application was REFUSED, due I did not meet the requirements of TEMPORARY RESIDENT VISA TO CANADA.
I was confused of it, I am applying for TRANSIT VISA TO CANADA NOT A TEMPORARY RESIDENT VISA.The immigration assessment was Temporary Resident Visa not Transit Visa. Can Ire- apply again for TRANSIT VISA and what are the pertinent documents to qualify? Is there any time frame for re-applying again after the refusal of my application?
Your advice is highly appreciated. Thank you.

A Transit Visa is a subtype of a TRV (well, you can understand it like that). You have to fill in a TRV application to get one, selecting "Transit" on the appropiate box. Did you do this?

If so then your documentation was too weak. You have to use stronger documentation. Read the threads in this forum to understand which documents apply best to your situation.

You can reapply as soon as you can clear all CIC's concerns written in the refusal letter.
