Transit visa refusal

I am really disappointed in Canada's immigration system. It is not clear at all, and nowhere you can find any helpful information.

So my boyfriend applied for a transit visa. He will be travelling from Cuba to the Netherlands via Canada. I bought a ticket and he has his Schengenvisa.

Apparently is you want a transit visa you have to apply for a temporary visa. So doing that online, via GCKey, I had upload some forms. These where the documents that where required:
- passport
- proof of valid visa
- itinerary
- photo
- application form
- use of representative
Additional documents:
- letter of explanation.

And that's all I could upload.

We did all of that but his visa got refused for the following reasons:
- He did not prove that he would leave the country on time;
* We didn't show a contract or proof that he is working
* We didn't prove his purpose of stay.
- He did not prove that he has the sufficient funds for his stay in Canada.

The explanation above doesn't sound any logical in my opinion. First of all they did not demand any documents to proof his financial situation nor his job or anything, which seems logic due to the fact that's he's applying for a transit visa. His purpose of stay has been proven with his itinerary and the letter of explanation. What funds does one need to stay 4 hours at the Toronto Airport!? He did not prove that he would leave the country in time while he has a Round trip ticket of a value of €1064.

Can someone explain to me what the service want? I've contacted the embassy and didn't give me any information, they just relied with a standard answer.
