1. Yes. You can do that as long as you do "landing" formalities anywhere outside Quebec.
2. By accident, I was browsing the same topic. Visit this excellent thread: http://www.canadavisa.com/canada-immigration-discussion-board/-t35499.0.html

"Landing" will be done at the first international point of entry. There is no facility on internal flights to do this. If you never pass through Immigration Control in Montreal, your actual "Point of Entry" would be Toronto. However, if you pass Immigration Control in Montreal, that is where you will "land".

Sir

Landing formalities will be done at first POE , in your case this is Montreal , I must advice , that you should have some time gap in your next flight to Toronto.

Otherwise if your agent can help you by booking on American Airlines , they will lift you from London to Toronto directly

Stay Blessed

That is my dream. I am only hoping to get the PPR soon, Insha Allah. I submitted my Medicals on May 7, 2014. But, so far no news.

I would advise mates above to visit Qorax's answers in the link I referred to. It clearly indicates that you can fly to Montreal, but do the "landing formalities" in a CIC office or going to outside Quebec (e.g., Ottawa) by plane or bus and doing the formalities there.

However, just to be safe side, I would follow Msaeed advice.
