No, if you have an application in process overseas (Buffalo) you cannot transfer that to an inland application processed entirely within Canada - and, normally, it wouldn't be in your best interest to do so anyway. You'd have to withdraw the application that's being processed through Buffalo and start over again (new fees, new medical, new criminal clearances) inland. Why do you ask? What's your situation and why do you think it would be better to process within Canada?
