If one has completed 2 years in a foreign University (didn't complete the program) can they transfer those credits to a Canadian University?

I dont think so, but you can ask for Advance standing that will not give you any grade and add nothing to your CGPA. Few Uni offer AS but not more than 6 credit hours

Yes you can. But mostly it depends on the college ir university you are applying in Canada. College like humber college mostly ask students to transfer their credits if only they are eligible

It is possible to do that. As long as you have obtained an official transcript from your previous institution, you can begin the process. But the credits awarded maybe few to none depending on the similarities between your past course content and the current one.

First, you need to apply and get accepted in a study program. Then, there is an extensive process called ”transfer credit evaluation” where the appropriate faculty examine the syllabus of your past course and determine whether or not to award credits. Research programs that are transfer friendly and have syllabi similar to your previous coursework. You can do this by visiting the contents of the program’s syllabus on their website.

I thought he asked about transfer to UNIVERSITY after drop out and not to College. Most public Universities discourage transfer of credits unless you are exchange student and some can grant you AS that eliminate that course but doesnt count toward your grading. However i may be wrong that you cant, it depends with what Uni, program. what i also noted is that he drop out from University, transfer credits may require both final transcript and certificate i guess. I can be corrected.!

As that is a general question, you need to be enrolled and go through course guidelines if they allow you allow transfer of credit. Again your faculty dein will evaluate and approve or reject
