Transcripts from punjabi university

i requested for transcripts from punjabi university in the month of February and my case was ready to be dispatched in march but due to ongoing strike in the university my documents have still not been dispatched.
is there any way out for this?
I contacted WES and they said university can mail the documents but the officials are not ready to do so ?
is there any option to sort this?

Is there any online form which we can fill to request Punjabi University to share the transcripts with WES/IQAS?
