Transcript is not given but by post to institutions

Going thru d checklist form No. 13 under Education/Training/Qualificattion.
It is stated there as follow.
Transcripts: Original transcripts for all successfully completed studies[diplomas,certificates.degrees] if available.
My school insist they will send d transcript to institution and CIO decline sending transcript directly by school. Contribution pls.
What does if available signify?

What does if available signify?

if available means that even if u could not be able to get it now by hand u can still send ur documents to cic without it or if possible still tell d school to send it to cic maybe cic may return it to u then u resend it to them bk by u. but not all dat necessary since dat if available is there
