Transaction Failed

I need to extend my work permit and i am applying online .
While applying it asked me to make the payment in the end
i have sufficient funds on my credit card but when i try to make the payment i get a message saying transaction failed
error 200

i have sufficient funds and the bank has no problem the card works fine every where else

is there a solution to this
is anyone experiencing this problem ???
please help

Also i have double checked my address and every other detail
everything seems to be fine still the transaction wont go through
