Tracker shows Visa expiry date and visa reference number

Hi, My sister applied visitor visa, in the tracker we can see visa reference number and expiry date, but it still says background check in-process. What does that mean?

The latest doc was BVL on 29th april.

BVL on 29th april
She is from India but working in qatar
Her age is 26 yrs.
If the visa number is there, does that mean its approved?

yes if you see visa number and expiry than its approved
