TR to PR for international students graduate in french category

Hello. Hope all of you are doing well. I am applying in the international graduate french category. I am waiting for my TEF result. If result will suppose to come little bit later can i able to attach it later? What doc should i attach in the language section right now to submit my application?
Please let me know.
