Tourist visa stamping other then country of residence

Dear Members, Please help me with my case.

I want to know if i can submit passport other then the country of my residence. I am an Indian National working with an NGO in Africa and at my current location there is no Canadian Embassy and all applications are process in Kenya. Can i chose India as my country of residence and visit India when visa is approved for passport submission.
OR should i file a paper application in delhi on my next visit to India. Any idea about processing time in New-Delhi. online it says 6days but any one have experience of actual time taken then please update. I have good travel history of 20+ country.

Why would a Indian national would need to apply a visa from a Canadian embassy in order to visit India? It doesn't make sense.

LOL.... you've misunderstood

He resides in Country X which is serviced by the Kenya visa office for Canadian visas.... he does not want to risk sending his passport (because of the political situation in Country X)...... he wanted to know if he can apply for a Canadian TRV (from India) when he next visits India because he is an Indian national
