Does my wife need to extend her tourist visa while she is waiting for her PR application to be processed? We have applied out of country in case that mattter, but live here in Canada.

yes, if she intends to stay during the entire processing, she needs to apply to extend her stay. not doing so will put her at risk with cbsa. submitting a pr application does not give a person implied status.
