It’s actually just for my wife. She is waiting for the approval of her LMIA. Im currently under a work visa.

Why would she be waiting to see if her potential employer receive an LMIA if you have a WP? Extending a visitor stay twice while waiting for an potential employer to get an LMIA isn’t a great reason to have to remain in Canada as a visitor for a long period of time. If she wants to remain in Canada she should be applying for an SOWP. She may be told she should be applying for an SOWP and she is clearly not a visitor if her spouse is living in Canada and she appears to have been living with him in Canada.

An LMIA is already filed for her by her prospective employer which might be out in the next month or so. My WP is under low wage which makes her not eligible for OWP.
 
No. She can apply for OWP. You need to meet eligibility requirements. Who told you she couldn’t?

It was the agency who told me that my wife cant apply for OWP. I checked the link you sent and i am under low skilled worker teer 5 which makes my wife eligible but i also saw these on the same page:

So you are under TFWP then?

Yes it is on the LMIA. Most likely you were hired under this program since you have a LMIA with closed work permit.
The stream or program you were hired under is listed on the LMIA approval letter you got from your employer.
