Operational targets are based on the total number of persons covered by applications to be finalized, including both positive and negative decisions as well as withdrawals. Consequently, operational targets are higher than the planned immigration levels.

I don't see the point.
I was trying to make two points.
1. ITAs and immigration target are not the same, in fact: ITAs > Immigration target
because:
Immigration target (e.g. 47k-51k for FSW in 2015)
+ Visas not used
+ Applications rejected
= Applications finalised = Operational targets
+ ITAs not responded to / not used
= Number of ITAs issued for a given year
This is clearly good news for people who thought that 47k-51k was the number of ITAs issued, and I think that is a point worth making.
2. Number of ITAs 2015 is not dependent on immigration target 2015 only
There were plenty of people in this forum who stated that the targets for 2015 correspond to ITAs, were signed off by parliament and therefore could not be adjusted if e.g. the economic situation warrants it.
The point is that the ITAs for 2015 are partly influenced by 2016 targets, and if the economy really tanks or they want to reduce the number of ITAs for 2015, they can do so by adjusting their immigration plan for 2016.
I don't know how likely that is, but these statistics show that there have been yearly fluctuations in admissions of up to 25% for skilled workers:
