TOEFL is never used as a tool for Canadian immigration.
As everybody did, take the IELTS General Training if you plan to migrate to Canada as FSW.

Probably being a Commonwealth country, Canada preferred IELTS. It could have been better if CIC give an option to choose any of these two by the applicants:
