TOEFL and ...

Hi, could you please suggest me wheter I can apply for PR, I'm an international student doing graduate studies. As a proof of English proficiency I have the TOEFL iBT score, this new version has all the 4 sections as in IELTS (which is recommended by the authority).
I have been in Canada for 9 months; Its mentioned on the CIC.GC.CA that he can apply in canada who has been here for at least 12 months, otherwise he should apply to the visa office responsible for the country of citizenship.

Any suggestions/advice would be highly appreciated.

You are not reading the instructions carefully.
1. IELTS is the only accepted English test.
2. The section says ADMITTED to Canada for 1 year, if you were admitted as a student for 1 year, you could have applied to Buffalo not in Canada, 15 minutes later.

In addition you have to take IELTS general category not the academic one.
