Look at PNP - Entrepreneur or SUV programs. Registering a business doesn’t let you work in Canada.
Thanks for your reply. If registration of business is allow, then it is strange that work will not be allowed. Is getting registered business by visitor inside of Canada can lead to PR for spouse or dependant behind in home country?

There are specific requirements, including savings requirements to be able to obtain PR through starting a business in Canada. As mentioned in the response you received earlier, you will need to research the PNP program in the province where you would plan to open your business. You can also research the Start Up Visa.
