To get visa once approved

I'm really confused and looking for some clarity. My Zambian fiance is applying for for a tourist visa so we can get married in November. I was looking at how he gets his visa once he's approved and found this.

Submit your passport at the visa application centre

You can submit your passport(s) by mail or in person.

With your passport(s), make sure you include:

• the passport request letter you received from IRCC;
• the visa application centre (VAC) fees (VACs charge service fees to send your passport to the visa office);
• your contact information, including your email, phone number and return address; and
• the VAC consent forms (available on their Web site).

Check the website of your closest VAC for more information:

VFS Global in Dar es Salaam, Tanzania

Does this mean he has to send his passport to Tanzania to get his visa???? This would take months. Is there any other way???

Does this mean he has to send his passport to Tanzania to get his visa???? This would take months. Is there any other way???

Pardon my ignorance, does this mean no international couriers operate between Zambia and Tanzania?

I would have to find out. Mail systems there are not the best though. I don't know about Tanzania but in Zambia.... Yeahhhhh

Yikes. I guess a really desperate measure would be for your fiance to physically travel to a country with VFS/VAC or a Canadian HC/Embassy/consulate.

Okay. You can get the visa from an embassy??? There is a Canadian embassy in Zambia, but it didn't come up on that site, it just said Tanzania for the VAC center.

Oh, sorry, I should have been clearer. It must mean then that there is no CIC housed in the Canadian embassy in Zambia if Zambians are being instructed to send their passports to Dar-es-Salaam. It must be a Canadian diplomatic outpost where CIC is present and processing TRV applications.
