Time to receive the first PR Card

If my wife arrive as a new resident in Canada, does she need to wait for the issue of her new PR Card before traveling again? how much time this will be?

No she doesn’t. She’d need to apply for a PRTD to return to Canada of she doesn’t have a PR card.
