I would like to know the timeline of each step, we need to act upon after receiving PPR.
1. We need to send the passport to VFS (How much does it take to get it stamped? For premium and non-premium? which is preferable.
2. When do we get the LOI (Letter of Introduction) form? How many days does it take?
3. After Passport stamping, In how many days we can expect POE(Port of Entry) Letter?
 
You don't pay VFS to stamp it. You pay them to route it to IRCC in Ottawa. It's just the mailing charge.
The strike will delay your LOI but wait 5-8 months.
POE letter: 3 days post.

There is no fee from IRCC for the stamping, VFS charges to deliver your PP to the Embassy and back after visa is entered. The LOI is your letter for the POE. Hard to say how long to get your PP back and the LOI issued with the strike happening. IMO the strike will not last a long time but every day it does it will create a further backlog. We also don't know how the strike in Canada will affect the VO operations abroad. Hopefully not the 6-8 months that @Hummingbird89 mentioned.
