After a lot of searching here and other websites where Canadian study permit applicants can be found, I could find only a single person who had received a study permit approved after March 18, an EU national resident in Asia. That is it. Several US nationals going to my daughter's university, they make up about 5% of the total students, none have received approval of study permits. None first stage either.
