Tie Breaker Rule Question

Case: ITA Declined and Back to Pool Immediately
Reason: Spouse Addition To the File & Change of CRS Score
First Date of Profile Submission: 20 July 2020
ITA received: Dec 2020
ITA Declined: 30 Jan 2021
Back to Pool: 30 Jan 2021

How will tie breaker rule work in this case if:

CRS score in next Draw = the Profile Score (448 = 448)

Will this file receive an ITA as initial submission was on 20 July 2020.
OR
tie breaker rule will consider this file as fresh submission on 30th Jan 2021 and will not issue an ITA?

I am pretty sure the time is the initial creation of the profile. This is what determines its validity of 1 year from that date.
