Contact the Canadian High Commission in India or Canada Tibet Committee or Canadian Tibetan Cultural Centre. Tibetan refugees continue to be settled here from both Nepal and India. In 2011 Canada committed to a program of settling 1,000 Tibetan refugees currently in Arunachal Pradesh but I don`t know if that is still open. there is facebook page about that called tibet resettlement project. I am sure there are or will be more projects as the Canadian government is very aware that that situation there has got worse recently. I would post the links but you aren`t allowed to.

OK, did you try the other resources I mentioned. Canada is sympathetic to the situation Tibetans have and are giving them priority but that doesn`t mean every Tibetan gets a free pass and is able to jump to the front of the line. There are hundreds of millions of people who would like to come here and a lot are coming from countries where they are badly treated because of their religion or ethnic background. As I said, despite that, Tibetans are being recognized as being particularly in need of help. Try some of the other organizations and ask if there are other programs and if not, ask for advice about qualifying to come as a regular immigrant. In the past, claiming refugee status was an easy way to come but it is much harder now. There are a lot of other options available to try.
