Third time I've tried to withdraw my PR application; help!

It's been 15 months and my application hasn't been processed (the time given was 6 months maximum). I have had to give up on Canada and move on to other opportunities. I am no longer interested in Permanent Residency. I want to withdraw, and I want a refund.

I have filled out the IRCC Web form now for the third time (and uploaded my proof of payment, which they say can be refunded if they application is not processed).

They are saying that to withdraw my application, I have to fill out the IRCC Web form...which is precisely what they are replying to! It makes no sense. I fill out the form, and they respond by saying I have to fill out the form I just filled out and they just replied to. All of their links are to the same form.

They say you can also withdraw by mail-- is this a better idea? The website lists several addresses for CPC Ottawa, but I don't know which one to use. Can anyone help? This is all I'm finding on the website:

I am not sure if this can help, but you might as well try sending an email here.

Thanks, I tried that. They still said fill out the IRCC web form, or send it in the mail, but the website lists several addresses and I'm not sure which one. I am in the US.

Did you try calling the cic helpline no, they have a procedure to send you an email for the information you requested. You can ask them the address clearly over the phone to be sent from outside of Canada.

But I am surprised why can't they do over webform...there is a turnaround time for webforms...like 30 days or something...

I did pay upfront. I also called the cic helpline, and after getting shuffled around a few times, I ended up on a line that had an automated message and disconnected me!

I think trying to send everything by mail is my only option left. I just need to know which of the addresses I listed above is the right one.
