The temporary foreign worker job postings on Jobbank say you need a work permit to apply. But you have to have a job offer to apply for a work permit?

Am I missing something? The postings list who can apply and one of the is temporary residents with a work permit. And it says do not apply if you cannot work in Canada.

But you need a job offer to apply for a work permit, right? There are open work permits but those are for specific cases.

You can apply if you are:

a Canadian citizen
a permanent resident of Canada
a temporary resident of Canada with a valid work permit
Do not apply if you are not authorized to work in Canada. The employer will not respond to your application."

This is what it says in the text box at the bottom of every job posted in the TFW section on Jobbank.ca.

Open work permit holders can apply eg. pgwp, spouse owp, etc.

Basically if you need sponsorship or on close work permit, they will not consider your application.
