The online eligibility tool for express entry is down

I have tried to complete the questionnaire for eligibility to join the express entry pool via this link http://www.cic.gc.ca/english/immigrate/skilled/index.asp on several occasions and on different devices all day. I get the error message: "The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later."

What to do?.. I thought it was a requirement to complete this questionnaire prior to joining the express entry pool. Well, it is not working!
