It looks like all the parties are ramping up for an October election.

When they dissolve the Government to facilitate the election, does CIC shut down until the new Government is formed? Or do they keep going with tests and oaths even with no Government per se?

The Canadian government continues to exist and function even though Parliament has been dissolved. CIC will continue to function and process applications.

While technically, now, since August 2014, the Minister is the one making the decision to grant citizenship and is the authority actually granting citizenship, I believe the Minister's delegates will continue to have the Minister's authority even while the Cabinet is disbanded and there is no sitting Minister of CIC. Not certain of this, perhaps oath ceremonies will be suspended for the campaign, but that seems unlikely.

Overall CIC will continue to function as is.

Term "government" has multiple meanings. There will continue to be a Canadian "government" during the formal election campaign.

Historically ( or that's what I've heard) the citz processing times have improved before elections. Govt sped up applns to create more citizens in shorter span - in the interest of creating increased voter base...

1 - is this true?
2 - I am not sure if this rush is seen yet in this year?... Considering 2-3 mths left before elections, probably there won't be rush any more, if not yet at this point.

I doubt it and most people here in process of getting citizenship are saying they won't vote Conservative as most immigrants in every country tend to the left...

It wouldn't matter where the vote will land.... My point is in the interest of election commission... As is, the voter turn out is very low; 50% +/-?... There is always a drive to improve these numbers... This is one factor.... It is very likely that all the newly formed citizens will exercise the voting that immediately follows...

CIC website shows oath invites for month of August. It means that would be conducting oaths etc.
