The new work permit didn't start from the expiry date of the old one???

Hello,
the expiry date of my old work permit was Nov 30th, 2012.
I sent my renew application in Oct, 2012 and I got the new one in Jan.
The new one started from Jan 14th, 2013. Is it normal?
When waiting for the renew of work permit, I was told to continue work in the same conditions as before
as implied status.

You've no need to worry. It's just that work permits aren't issued retroactively. If you had implied status, then you were legally allowed to continue working until you received the 2nd WP, which, from what you've written above, was issued on Jan 14th, that's why you see that date and not Dec 1st. CIC will retain records of your WPs so when you apply for PR, they will cross-check the dates mentioned in your application with the data in their system.
