The West claimed the worst top 10 slots, as it did 10 years ago, when seven B.C. cities and three in Saskatchewan came in worst. Ontario and Quebec dominate the good list.

this is not a latest as per your link its pressed in 2007, as per my understanding this rate will update every year. I trust https://www.cia.gov/library/publications/the-world-factbook/geos/ca.html CIA factbook only.
This is good as per city and are wise but not latest so, please update latest one.
