The date when CIC receives my app decides if new policy applies?

Hi folks, am also concerned about this bullsxxt C24 bill.
I should be able to submit my application just the end of june and I know that it takes months to receive reference number etc. My question is, if they received it before the C24 gets implemented but I do not have my reference number, would they process it as is or just return it to me ..?
I'll probably just save the 400$ if they would return applications without a reference number on the day new policy is implemented.

Let us hope the bill will not get implemented soon. I would say if your application was received by CIC before the date of the bill becomes a law, you should be fine.
