I am PR holder , i am going back to stay in canada , what is the best way to bring my spouse with me , is it guranteed to get the visitor visa if i app

No - the visitor visa is not guaranteed. Many are refused - but some are certainly approved. Your wife can try applying for the TRV and if it's approved, she can travel with you. If it's not approved, you will have to return to Canada without her and then sponsor her for PR from Canada. You will need to remain in Canada while the PR sponsorship application is process. She will be able to come to Canada once her PR visa is approved.

my second question if her visa is denied and i left to Canada , how long the application process takes usually ?
