The bank is sanctioning the loan but not willing to disburse until I get my Visa!

I'm an aspiring student at Seneca College for a post-secondary diploma. To pay my tuition fees I applied for an education loan at State Bank of India. The bank sanctioned my loan but because of COVID-19 it is being extra cautious and is not willing to disburse it until I get my Visa. In order to apply for Visa (SDS category), I need to pay my first year tuition fee with GIC. As I cannot arrange both first year tuition and GIC reason being the bank not disbursing the loan at the moment, can I file Visa by providing loan sanction letter from the bank and pay the fees on a later date when I receive my Visa?

No for SDS category you need to pay 1 year tuition fee

Has SBI granted you loan amount for GIC as well?
