Today i double checked it with CIC.
One can change his/her field of study, length of program and level of study without notifying CIC
But it must be DLI( Designated learning institute )
My second confusion was that my 4 years study permit will expire 90 days after completion of shorter program but no it won't expire if i get enrolled in another program within 90 days
