Thailand doctor's office mentioned sending medical report to Philippines, why?

While my wife (sponsored applicant) was talking to one of the doctor's offices here in Bangkok that is authorized to perform her medical for a spousal application, the receptionist (I presume) told her that the original medical report will be sent to the Philippines, which surprised her and I both since Thailand is SE Asia and served by the Singapore office.

Does anyone know why a medical report bound for the Singapore office might first head to the Philippines? Or does it sound more likely that the receptionist simply mis-spoke? Or is it possible that since the Singapore office must be so bogged down in paperwork and cases (how else could one explain their estimated timelines compared with other regions, Pakistan being the only slower office to process PR apps) that perhaps some countries in SE Asia are being served by neighbouring region offices like the Philippines?

Medicals don't go to the visa office. They go to the local Regional Medical Office. The visa office will then request the medical from RMO when the time comes. Manila is the only RMO for asia region so all medicals need to go there first.
