TFWP ISB Pakistan got refusal now How to file application for GCMS notes from CA

I applied for the TFWP from ISB Pakistan on 29th Nov 2013 online.My application got refused on 27 Dec 2013.

Now i have been told that i should apply for GCMS notes to know the exact reasons why my application got rejected
i have friend in Canada who can apply for me so please kindly tell me the exact procedure in detail
