Did you by any chance ever got a Travel Document after landing as a PR but before getting the PR card? I have read atleast 3 cases in the forum and another friend of mine too got the CIT 0171 for this very reason(just guesses so far!). Good to know they are sending out the test invites for RQs given in Sep, hopefully my turn will come soon(got RQ in Jan and feeling miserable ever since :( )
 
Mine was the same case,. I came here in TD after first landing as PR coz I did not get the PR card on time. I got RQ in Oct. last year. The document you mentioned I think is the RQ

Is the current wait 2-3 months for Oath after the Test? Has anyone performed an observation/analysis on average wait period for Oath in last 6 months?

With RQ, its approx. 1-2 months on average time for Oath...

Same status here as well. What does the Decision Made status mean? How long would it take to get to next step of Oath if the decision is in favour of giving Citizenship?

From the tracker , it seems any where between 1-2 months.
Also i believe the October Oath ceremony is already full. Probably some time in November, hopefully.

Finally I got the oath letter. Ceremony is on Nov. 2nd. My journey ended at last.

Here is timeline:
Apply = July 2014
RQ = Oct. 2014
FP = Dec. 2014
Test = 15 Sep. 2015
DM = Ist Oct. 2015
oath = 2nd Nov. 2015

We have very similar timelines and both in the Mississauga office.
Is there an update about your oath on eCAS as well?

I have not received the Oath yet and I did not check this forum until today.

The ecas shows Decision Made as it was showing for all of us in Oct. Did your ecas get an update on information about the Oath notification?
