I know an applicant who was denied for the reason that the visa officer was not convinced that he will be coming back to the Philippines after 2 years. But what if the job of the worker is under the semi-skilled category (NOC-6661 Housekeeper) and qualifies for the BC-PNP, can he write to the visa officer the second time he apply for the temporary work permit (TWP) that he intends to apply for the BCPNP after 9 months and provided that his employer is willing to sponsor him for that? Will his chances of getting approved be increased and the suspition of not going back to the home country be lessen?

He can try under dual intent stating that he does not intend to return since he will be entering the BC PNP,But he will probably need a support letter from his employer expressing a willingness to sponsor him,I cannot say if this will work

I also happen to have a friend in the Philippines who applied for TFW visa and just got denied for the same reason that the officer is not convinced that he will go back to the Philippines after the 2 yrs contract and he is not convinced that my friend really have the experience for the said job despite the supporting documents he submitted.And when he got back his documents through mail from the embassy he found out that he has a missing document that he needed so much when he's gonna reapply for the visa.Is it possible that the embassy have a file of all the documents he submitted?Coz he might not be able to provide the missing document again.
