temporary work permit

My husband is doing in Canada sponsorship and has just recieved his temporary open work permit(new pilot program). he has found a job that requires him to do an apprentice. however the rules of the work permit state "may not enroll in education."
Does an apprentice fall under this category?

In Alberta for apprentanship one needs to be a citizen or PR, without this one cannot register as an apprentice with the Alberta trades.

Not sure about other provinces, but I assume it's the same as these programs are funded by federal and provincial governments (employer gets breaks for hiring apprentices)
