Temporary Work Permit for Brother with Welding Experience

Hello,

I could use some help and direction in applying and helping my brother get a temporary work permit. He has about 5 years of welding experience and wants to apply for welding jobs in Canada. I am having a hard time, first of all, to find an employer who would entertain the thought of hiring a foreign temporary/permanent welder and also can't seem to find a job listing that states the willingness to hire foreign workers.
Any help and direction in this matter will be greatly appreciated :)

Job postings almost never state the employer is willing to hire a foreign worker. He will have to apply for openings and hope he finds an employer willing to go through the process. It’s generally extremely difficult to find employers willing to get an approved LMIA. Probably more realistic for him to focus on applying to immigrate.

Thank you for the reply Scylla. Quick question- Do you think it is possible to get picked in the Express Entry pool for Skilled Trade Worker especially when you don't have a job offer?
