temporary resident visa work permit and PR Card

Hi friends i am new at this forum this is my first post i hope a better reply can any person who is in canada on visitor visa can apply for work permit from inside canada or can hi apply for PR Card ? Long or short my question is . is there any way to to apply for Permanent resident card from inside canada on visitor visa ? :'(
