Temporary resident Visa while we wait?

Hello,

I am a Canadian citizen, I was born here, so was my father and his father, etc..... My husband and I have been married for 4 years as of May 2014 and he is a Peruvian citizen, we sent the sponsorship application in October of 2012 which I was approved as the sponsor on October 29th 2012. We were asked to do the medicals which we did and it took about 3 months for them to get them. After that they didn't look at our application until August of 2013, the whole time the online portal just said "application received" and the embassy was telling us that we were in queue to be reviewed.

I was given the suggestion by someone on a forum to apply for a visitor visa in the mean time as this would force them to open the file and actually start processing it. That part worked perfectly, after paying a little bit of extra money by completing this other application they finally started to process our file and he was called in for an interview in October of 2013. After the interview we didn't hear anything from them again for about 4 months. I emailed them a few times to see what was going on and each time I got the same copy pasted response that they give us each time which is "Good afternoon, Case is in process. Please wait for our contact. Sincerely,". At that point I broke down and finally called the office of my local MP for help, he contacted them and they told him to tell us that they would contact us again within 3 months but would not tell him why. 2 months later they sent us an email telling us we needed to apply for criminal rehabilitation for a criminal offence he was charged of when he was 18 this was over 10 years ago (including the sentence). So we paid the 1000$ and sent the forms and all documents they asked for, this was in April of this year.

I know that we just sent them the criminal rehabilitation stuff 2 months ago, but all of this has started to cause some major financial problems for us, I have not gone to see my husband for 2 and a half years as we simply cannot afford it, we webcam and chat every day that's all we can do. Both of us are not making a lot of money and live from paycheck to paycheck. He is now at the point where he may not be able to afford where he lives anymore because the house he lives in is being purchased by a new owner and they have already said that they will quick out everyone who lives there to get higher renters, we have not been able to find another place that we can afford (I am also helping him financially). At this point he may have to live on the streets which absolutely breaks my heart to even think of it.

Obviously we cannot afford a lawyer to help us, but I have seen a few forums posts where it is mentioned that you can apply for TRV while waiting which actually would help us greatly because although he would not be working right away, the money that I would save from not having to help him financially would make the world of difference. Where we had an application last year for TRV (to force them to look at the PR application) can we even apply again at this point?

I guess I am just looking for any suggestions, we are at the end of our rope and really don't know how much more we can take, although we love each other so much and want nothing more than to be together. We've been together for a total of 7 years and married for 4, we just want to be able to start our life together... Sorry about the rant, we are just so very frustrated...

I'll help with one question. I wouldn't bother applying for the TRV. Until the rehabilitation application is processed and approved, the TRV will be automatically refused.
